That is a creepy, fantastic idea for a story. The only time I tackled Centauri telepaths, they were the four the Emperor used to have with him (figuring Cartagio got rid of them when he took over), but I never thought the implications for telepaths in general through, given we know that a) the Centauri have them, and b) the Shadows and later the Drakh were around.
Telepaths & murder: this reminds me of both the movie Strange Days and the Alfred Bester (ahem) novel where a telepath guild is supposed to prevent it and mostly does, but of course a murder gets planned and carried out nonetheless. Although, given that the Centauri are a mostly feudal society, they would not have similar taboos against violent death...
