Re: Dexter, the smugness is important, because basically every assumption Dexter has about himself is going to be ripped apart in the course of the series. Also, yes, same actor, and he's brilliant in both roles. The relationship with the father is crucial and there are plenty of flashbacks more to come. No, Deb wasn't child-abused, but Harry (the father) has a good chance of being one of the creepiest (and intriguing) characters on tv anyway. Re: Rita, wait and see. Also, the supporting characters in general turn out to be fantastic (and not exactly like Dexter (and we) sees them in the pilot), which starts in the second episode.
Re: Pegasus, oh yes. Sucker-puncher of an episode, and you can see how this would have been Galactica without the civilians - think of Kara and Lee using an image of Sharon for target practice an episode earlier, and you're on your way to the dehumanization which makes the fate of the Pegasus Six model (called Gina though the name never makes it on screen for some reason) possible.
